Adaptation
to global warming, with respect to the extreme flooding, has two
non-exclusive ways to urban areas.
A path is the zoning of areas non aedificandi [areas that should not receive new constructions subject to compensation for damages from floods, or not expanding the existing, or, more narrowly, no investment whatsoever shall be made in existing]
Another way is to protect urban areas from flooding, preventing damage to the residents.
Each situation has to be carefully studied in relation to which path to take or composition of paths to be adopted.
England has good examples to give in regard to adaptation. But not just good ones, as now flood funds gap 'puts 250,000 homes at risk'
