European discourse and reality in adapting to heat waves

In dealing with hotwaves a lot of progress was achieved since the remarkable 2003 Paris heatwave, when the deads were counted in the thousanths.In the the  lest one, some few days ago, July 2019, with record temperature, the fingers could count the deads, and they didn't reach the tenth. With new record temperatures expected as the Global warming Process continues, some progress maust still be, and must be achieved:
