As time goes by, more and more public policy makers are convinced that Adaptation to the Climate Change should be a priority at least as important as Mitigation. In truth, in a condition of coeteris paribus, as much a country has a per capita emission of carbon dioxide greater than the world per capita emission, as much it should be concerned with Mitigation. On the other side, as much under the world per capita is a country's emission, as more it should give priority to Adaptation.
But, to be effective, most of the effort to Adaptation should be looked upon as an Innovation. One develops a new production method in a lab, but it is of no good if, as innovation, it is not applied in the production. And so on....
Let's see Adaptation, for instance, in the field of agricultural production. A new procedure developed, better for the new climates, it is of no good if it is not, as innovation, applied in the field; the development of a new grain, better for the new higher temperatures, it is of no good if, as an Innovation, if it is not largely introduced to be cultivated. And so on...
