Let's stop flash floods

We have seen these last years a lot of flash floods with great losses for those hit, including losses of lifes. They occurred in different parts of the world. A very complex of causes contributed to the extremes precipitations that caused each one of these flash floods. But one important cause is present in the increase of the number of flash floods that is occurring:
                              the increase in the temperature of the air.

It is elementar knowledge that as higher the temperature of the air, as more water may be in the air as wapor. And as more water is present as wapor, as more water may be precipitated as rain.

It is elementar knowledge that as higher the temperature of substances in the same ambient, as fast the reaction between them. This is a chemical property, but it can be seen in a larger context as an increasing in instability with higher temperatures.

Those elementar knowledges together may contribute as a partial explanation  of the reasons of the present higher number of strong flash floods. Then we should not expect the decrease in the present ocurrence of flash floods just by stopping further increases in the air temperature by Mitigation of the Global Warming. They, very probably came to stay, as part of the Climate Change that has already occurred. But we must avoid the intensification of flash floods. Mitigation, then, is important.

However, if Mitigation is not going to decrease the present level of ocurrence of flash floods, we must adapt to them.

The public policies should take in consideration to avoid humam losses and to maintain the economic losses as lower as possible. This means to maintain the lowest possible the productive capital exposed to the flash floods and to provide human use of areas prone to these extreme events with means to avoid being trapped by the waters.
The public policies should be aprimorated in what refers to matters of gestion of water. The pace of accumulation of water in dams, for instance, should take in due account the best previsions of precipitation, to maintain in a tolerable way the floods at jusant, to avoid, or attenuate, disasters as in Kerala, these past days of August 2018.

This we may call Adaptation to Global Warming. Whatever the humanity may do to stop the Global Warming, some Climate Change has already took place. Let's adapt to them.
